What about those who don't believe and think that the only reason you do believe is because you want to believe?

Ignorance is not an excuse, and the fact that they don't believe wouldn't alter God's judgement.
Take for example, if you choose to believe in the law of gravity, and I chooses not to; I'll suffer lots of injuries if I decide to fall off a 20-storey building, right? While you wouldn't even dare such a feat because you know there's something called the law of gravity that would pull you down.
For anybody who chooses not to believe, you just keep on praying for them, and God will touch their heart. The bible says everybody would hear about the gospel, and God's glory will cover the earth as water covers the sea, so their punishment wouldn't be because they didn't hear the gospel, but for the fact that they didn't believe in Jesus. I tell you, the devil will have a field day laughing at them.
The onus now lies on the Born-agains Xtians to make sure they do their part and they preach to eveybody. You can read Exeziel 3 17-20 and 33: 2-9. I'm sure you'll understand things better.
